The food industry will likely see some very significant regulations this year. New regulations will affect not only food labeling but also general operations and business practices of the confectionery and broader food industry. Regulations stemming from the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (the “Bioterrorism Act”) will alter import procedures, require new documentation and information that must be maintained by companies and implement a new registration system for food facilities. Other legislation is anticipated relating to food allergens, and Food and Drug Administration is expected to issue new regulations on labeling of trans fatty acids. On the international front, labeling, harmonization and international trade will continue to be major focuses of the National Confectioners Association.
