During an election year, Congress is typically very busy campaigning and not likely to pass groundbreaking legislation. In addition to having less time to focus on drafting new legislation, members of Congress face pressure to avoid controversy that may impact constituents. Agricultural and food policy issues are not expected to be a legislative priority this year, with the notable exception of the (increasingly slim) possibility of action on federal requirements for labeling of genetically engineered (g e) foods and ingredients
