In an effort to remove the remaining trans fat from the U.S. food supply, the FDA has issued a proposed rule to remove gras status (generally regarded as safe) for partially hydrogenated oils. The docket was issued November 7, 2013, with the comment period extended to March 8, 2014. At the time of this writing, it is difficult to say what the final conclusion will be, but clearly the status quo ante will not remain and partially hydrogenated oils (phos) will either be completely eliminated or greatly reduced in the U.S. market.
