FDA has been slow to implement the major new provisions of the Food Safety Modernization Act (FSMA). The “meat and potatoes” rules, such as required preventive control plans and foreign supplier verification, have been delayed. There is some speculation that these delays may be political and that the rules may be held up by the administration due to concerns about increased costs to industry during an election year. Meanwhile, FDA is in the process of lobbying for increased funding for FSMA implementation through the congressional budget appropriations process.
